The ginger rodent

So Harriet Harman, Labour deputy leader and former Equalities Minister has had to apologise to the Chief Secretary to the Treasury for calling him a 'ginger rodent' . From what I understand it is the ginger bit (he is indeed ginger)  which she had to apologise for , as it was done  in a mocking manner, but not apparently for calling him a rodent  (I recall all the fuss when in Doctor Who, Matt Smith proclaimed the line "And I'm still not ginger", which led to the BBC having numerous complaints). This  apology strikes me as being strange; surely the name calling of some-one as a 'rodent' (e.g. rat)  is the more insulting bit? Or have I missed something here? Are ginger people amongst the list of minorities who need to be 'protected' via equality legislation/positive discrimination?
